This is the highest share of the market since 2011. For first time buyer activity to have been so muted in a market that has been steadily climbing is unusual. A rise in prices normally pushes confidence and brings first time buyers into the fray. Their aim is normally to make the most of capital increases. The real benefit to them in reality is the long term financial gain to be made by chipping away at a mortgage. High interest at the beginning of the term makes only small dents but as time goes on and the capital owed reduces repayments become incrementally larger.
While first time buyers seem to have reappeared Connells report significant reductions in buy to let activity. For the first time in 5 years buy to let mortgages accounted for less than 10% of the market. The government has been seeking to cool this sector and introduced an additional 3% stamp duty charge on second properties, as well as beginning to phase out the relief on mortgages at marginal tax rates. From 2020/21 standard rate of tax relief will be the maximum that can be claimed on mortgage interest payments.
Deposits remain an issue for first time buyers. Lenders will accept 5% but the terms of acceptance are stricter and the interest rate paid higher. It is still worth buying even if the early years carry a premium. Over time the equity will increase both because the capital is being repaid and house prices push upwards. As the equity increases in relation to value the borrowing rates will fall making the proposition more attractive. Of course for most first time buyers the equity is normally used to push themselves up the housing market into a larger property as family size increases. First time buyer activity is not just important for the market today. These become the buyers of larger properties in the future.

The Pattern over the UK differs wildly with some areas in the north as low as 2.8 earnings, and Kensington and Chelsea topping the league at an eye watering 38 times earnings. In the south west we enjoy more modest prices but that has to be counterbalanced by lower earnings. Taking a single earning as being the relevant comparator for house prices is probably old hat now. Most buyers buy as couples – the counter argument being that they have to as opposed to choose to.
An interesting argument from the author of `The Road to Somewhere` David Goodhart who suggests that the trend for both partners in a couple to be working full time is a result of need not desire. Couples need the money from both incomes to buy, and when children arrive the choice of whether to work or not is the purview only of the well off. He makes the case for tax breaks for the parents who decide to stay at home to undertake childcare. Transferrable tax allowances for couples would enable the traditional role of home maker to be one that is encouraged and celebrated rather than penalised. He has a point. With child care costs at £8bn with nothing available to those who remove the burden form the state those that save us money face financial penalisation in return.
The argument that the decision to work is good for the family is compelling. Evidence has long since shown that those who are in households where the example to work is entrenched early are both more likely to work and have better life outcomes as a result. Goodhart does temper this though with the types of work and the pay it accords. We should pay indigent workers more to do the jobs such as fruit picking or simply accept that it is an unsustainable activity, and switch to imports. They are already renowned for their house price data - which incidentally recorded a rise to February 2017 of 3.8% over the rolling year with the UK average house price now standing at £219,949. The average house prices are empirically tracked over time and both Nationwide &amp; Halifax enjoy significant reportage as a result.

House Price Optimism is survey collected data and is based on the respondents expressing the opinion that they expect prices to either rise, fall, or stay the same. Over the coming months 58% expect prices to rise compared to only 14% who expect them to fall. Those expecting rises have shifted towards more modest rises - rises of up to 5% were the majority view with those forecasting rises of over 5% in the minority.

This is important data for the housing market. Empirical data is normally collected on the evidence available up to today. Sales agreed, properties listed, or transactions completed. What people believe is normally a good starting point for what will occur in the future. These are the sales for the coming months. The Halifax data tells me that buyers are still optimistic, they will still commit to housing, but that they are more wary of prices that are too high.
